MTP are commissioned by Oakgate Yorkshire Limited/Caddick Group to provide comprehensive highways and transport professional services to support the promotion of a new settlement to the east of Harrogate, centred around Cattal rail station. The draft Harrogate Local Plan identifies a general location for growth to the east of the Borough and MTP have worked alongside the client and project team to identify an infrastructure package to support the potential release of land for up to 4,000 new dwellings alongside employment uses and other village centre non-residential uses that combined delivers a sustainable new settlement.
MTP have prepared a Transport Assessment, Travel Plan and an ES Chapter to accompany a planning application submission made towards the end of 2018. Prior to the preparation of the planning application material, MTP played an integral role in the development of the masterplan, identifying infrastructure to inform the key transport corridors within the site, improvements to facilities around Cattal station, and preliminary designs for new bridge connections over the Harrogate – York railway line to facilitate the closure of existing at-grade crossings. Off-site, MTP have worked with the Highway Authorities NYCC and Highways England to assess the impacts of the proposed development and to identify fair and proportionate off-site mitigation. MTP have also identified a deliverable, costed bus routes serving key destinations to compliment the rail connections from the site. This work is ongoing now that the application is submitted.
MTP have also assisted in terms of preparing cost estimates for the identified infrastructure package and have also provided representations on behalf of the client at a series of consultation events and at the Local Plan Examination in Public.
