Milestone South were to provide transport planning and highways advice in support of a ‘car-free’ development proposal to convert the first-floor accommodation of a 2-storey building from part retail (Use Class A1) and ancillary commercial office and storage to accommodate a total of 10 residential units.
During initial pre-application discussions with the Local Highway Authority, Hampshire County Council (HCC), the Highways Officer expressed concern on the potential for the development proposals to exacerbate existing parking pressures in Fleet town centre during the night-time period (i.e. 00:00 – 05:00). Consequently, Milestone were informed that the principle of creating a ‘car-free’ development in Fleet town centre was likely to be opposed by local Councillors at Hart District Council (HDC).
successfully argued that the residential development in comparison with the
site’s existing operation as office and storage accommodation ancillary to the
ground floor retail unit would generate significantly less vehicular trips and
parking demand over the course of a typical weekday. Consequently, it was
concluded that the change of use development proposals would have a positive
impact on the operational and safety characteristics of the local highway
network as well as on-street parking conditions within the vicinity of the
site. Planning consent was awarded by HDC on 9th November 2018.
